หมวด ๔ ผู้ปฏิบัติงานของสถาบัน
(๑) เจ้าหน้าที่หรือลูกจ้าง ซึ่งปฏิบัติงานโดยได้รับเงินเดือนหรือค่าจ้างจากงบประมาณของสถาบัน นอกจากตำแหน่งผู้อำนวยการ
(๒) ที่ปรึกษาหรือผู้เชี่ยวชาญ ซึ่งสถาบันจ้างให้ปฏิบัติหน้าที่โดยมีสัญญาจ้าง
(๓) เจ้าหน้าที่ของรัฐซึ่งมาปฏิบัติงานของสถาบันเป็นการชั่วคราวตามมาตรา ๔๖
