(๑) ตาย
(๒) ลาออก
(๓) คณะรัฐมนตรีมีมติให้ออก เพราะบกพร่องต่อหน้าที่ มีความประพฤติเสื่อมเสีย หรือหย่อนความสามารถ
(๔) ได้รับโทษจำคุกโดยคำพิพากษาถึงที่สุดให้จำคุก เว้นแต่เป็นโทษสำหรับความผิดที่ได้กระทำโดยประมาทหรือความผิดลหุโทษ
(๕) ขาดคุณสมบัติหรือมีลักษณะต้องห้ามตามมาตรา ๕
