(๓) ขาดคุณสมบัติหรือมีลักษณะต้องห้ามอย่างหนึ่งอย่างใดตามมาตรา ๖ (๔) รัฐมนตรีให้ออก เพราะบกพร่องหรือไม่สุจริตต่อหน้าที่ มีความประพฤติเสื่อมเสีย หรือหย่อนความสามารถ
