(๑) ตาย
(๒) ลาออก
(๓) นายกรัฐมนตรีให้ออก เพราะหย่อนความสามารถ บกพร่องหรือทุจริตต่อหน้าที่ หรือมีความประพฤติเสื่อมเสีย
(๔) ขาดคุณสมบัติหรือมีลักษณะต้องห้ามตามมาตรา ๑๖
