ให้รัฐมนตรีว่าการกระทรวงพลังงานและรัฐมนตรีว่าการกระทรวงการคลังรักษาการตามพระราชบัญญัตินี้ ทั้งนี้ ในส่วนที่เกี่ยวกับหน้าที่และอำนาจของตน รัฐมนตรีว่าการกระทรวงพลังงานมีอำนาจแต่งตั้งพนักงานเจ้าหน้าที่กับออกประกาศเพื่อปฏิบัติการตามพระราชบัญญัตินี้ ประกาศนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
