ในกรณีที่ยังไม่อาจใช้ระบบกลางได้ ให้หน่วยงานของรัฐเผยแพร่ข้อมูลตามมาตรา ๓๖ ผ่านระบบเทคโนโลยีสารสนเทศของหน่วยงานของรัฐไปพลางก่อน
