ในการจัดทำหรือปรับปรุงหลักสูตรการศึกษา สถาบันอุดมศึกษาต้องบริหารจัดการหลักสูตรและออกแบบกระบวนการเรียนรู้ เพื่อให้เกิดผลสัมฤทธิ์ในผลลัพธ์การเรียนรู้ตามมาตรฐานคุณวุฒิระดับอุดมศึกษา ทั้งด้านความรู้ ด้านทักษะ ด้านจริยธรรม และด้านลักษณะบุคคล โดยต้องแสดงถึงพัฒนาการของผลลัพธ์การเรียนรู้ที่แตกต่างกันตามระดับมาตรฐานคุณวุฒิระดับอุดมศึกษา
