หมวด ๑ บททั่วไป

ในกรณีที่มีบทบัญญัติใดในพระราชบัญญัตินี้กำหนดให้การขอรับใบอนุญาต การออกใบอนุญาต การแจ้ง หรือการออกใบรับแจ้ง หรือการปฏิบัติตามบทบัญญัตินั้น ต้องเป็นไปตามหลักเกณฑ์ วิธีการ หรือเงื่อนไขที่กำหนดในกฎกระทรวงหรือประกาศ ห้ามมิให้ใช้บทบัญญัติดังกล่าวจนกว่าจะมีการออกกฎกระทรวงหรือประกาศนั้นแล้ว
