ส่วนที่ ๒ การทำไม้หวงห้าม

เมื่อมีเหตุภัยพิบัติสาธารณะหรือมีเหตุจำเป็นที่เห็นสมควรช่วยเหลือราษฎรเป็นกรณีพิเศษ รัฐมนตรีจะอนุญาตให้ผู้ใดเฉพาะรายทำไม้หวงห้ามแตกต่างจากข้อกำหนดในกฎกระทรวง หรือข้อกำหนดในการอนุญาตเป็นการชั่วคราวก็ได้
