(๓) คณะรัฐมนตรีให้ออก เพราะบกพร่องต่อหน้าที่ มีความประพฤติเสื่อมเสีย หรือหย่อนความสามารถ
(๔) ขาดคุณสมบัติหรือมีลักษณะต้องห้ามอย่างหนึ่งอย่างใดตามมาตรา ๑๓ หรือมาตรา ๑๔
