ผู้ว่าการรับผิดชอบการบริหารจัดการกิจการและการดำเนินการของธปท. ให้บรรลุซึ่งวัตถุประสงค์ตามมาตรา ๗ ตลอดจนให้เป็นไปตามกฎหมาย ข้อบังคับและนโยบายที่คณะกรรมการตามมาตรา ๑๗ กำหนด ให้ผู้ว่าการเป็นผู้บังคับบัญชาของพนักงานและลูกจ้าง
