ในกิจการของ ธปท. ที่เกี่ยวกับบุคคลภายนอก ให้ผู้ว่าการเป็นผู้แทนของ ธปท. และเพื่อการนี้ ผู้ว่าการจะมอบอำนาจให้พนักงานกระทำกิจการเฉพาะอย่างแทนก็ได้ ทั้งนี้ ตามข้อบังคับที่คณะกรรมการ ธปท. กำหนด
