หมวด ๒ การขออนุญาตและการออกใบอนุญาต

ให้รัฐมนตรีพิจารณาอนุญาตนำเข้า ส่งออก หรือมีไว้ในครอบครองยาเสพติดให้โทษในประเภท ๔ ตามข้อ ๖ (๑) ได้ เมื่อผู้ขออนุญาตเป็นหน่วยงานของรัฐที่เป็นนิติบุคคลหรือสภากาชาดไทย
