ให้มีคณะกรรมการควบคุมการเรี่ยไร ประกอบด้วยปลัดกระทรวงมหาดไทยซึ่งเป็นประธานโดยตำแหน่ง และกรรมการอื่นคือ ผู้แทนกระทรวงกลาโหมหนึ่งคน ผู้แทนกระทรวงศึกษาธิการหนึ่งคน ผู้แทนกระทรวงการสาธารณสุขหนึ่งคน ผู้แทนกระทรวงการคลังหนึ่งคน ผู้แทนกรมตำรวจหนึ่งคน และผู้แทนกรมมหาดไทยหนึ่งคน กรรมการต้องมาประชุมไม่น้อยกว่าสี่คนจึงเป็นองค์ประชุม
