หนังสืออนุญาตให้ประกอบการค้าข้าวให้ใช้ได้เฉพาะตัว จะโอนกันไม่ได้ และเมื่อเลิกประกอบการค้าข้าวแล้ว ต้องแจ้งให้คณะกรรมการหรือพนักงานเจ้าหน้าที่ทราบ
