(๑) ตาย
(๒) ลาออก
(๓) คณะรัฐมนตรีให้ออกเพราะบกพร่องต่อหน้าที่หรือมีความประพฤติเสื่อมเสียหรือหย่อนความสามารถ
(๔) มีลักษณะต้องห้ามตามมาตรา ๑๒/๒ (๕) ขาดการประชุมคณะกรรมการเกินกว่าสามครั้งต่อเนื่องกัน โดยไม่มีเหตุอันสมควร
