ในการคืนต้นเงิน และชำระดอกเบี้ยเงินฝาก ตามข้อกำหนดและเงื่อนไขที่ได้กำหนดไว้ในกฎกระทรวงก็ดี และในการจ่ายเงินประเภทอื่น ๆ ตามข้อผูกพันก็ดี รัฐบาลเป็นประกันทั้งสิ้น
