พระราชบัญญัตินี้ให้ใช้บังคับในจังหวัดพระนครและจังหวัดธนบุรีตั้งแต่วันถัดจากวันประกาศในราชกิจจานุเบกษาเป็นต้นไป ส่วนที่จะใช้ที่อื่นเมื่อใดให้ประกาศโดยพระราชกฤษฎีกา
