ถ้าบุคคลใดมีพฤติการณ์อันควรสงสัยว่าได้คบคิดกับคนในต่างประเทศเพื่อกระทำการใด ๆ อันจะเป็นการเสียหายแก่ประเทศ ให้รัฐมนตรีมีอำนาจสั่งให้ตรวจจดหมายหรือเอกสารติดต่อใด ๆ ของผู้นั้นได้
