หมวด ๑ การจัดตั้ง ทุน และเงินสำรอง

ให้จัดตั้งธนาคารขึ้นเรียกว่า “ธนาคารอาคารสงเคราะห์” เรียกโดยย่อว่า “ธอส.” และให้ธนาคารนี้เป็นนิติบุคคล ให้ธนาคารมีวัตถุประสงค์เพื่อสนับสนุนให้ประชาชนมีที่ดินหรืออาคารเพื่อใช้เป็นที่อยู่อาศัยรวมถึงให้ผู้สูงอายุใช้ประโยชน์จากที่ดินหรืออาคารเพื่อการดำรงชีพ
