ส่วนที่ ๑ การจัดตั้งเทศบาล

เมื่อท้องถิ่นใดมีสภาพอันสมควรยกฐานะเป็นเทศบาล ให้จัดตั้งท้องถิ่นนั้น ๆ เป็นเทศบาลตำบล เทศบาลเมือง หรือเทศบาลนคร ตามพระราชบัญญัตินี้ ให้เทศบาลเป็นทบวงการเมือง มีอำนาจหน้าที่ตามพระราชบัญญัตินี้และกฎหมายอื่น
