ให้หนังสือรับรองความสมควรเดินอากาศของต่างประเทศที่อธิบดีประกาศกำหนด ใช้ได้เช่นเดียวกับหนังสือรับรองความสมควรเดินอากาศที่ออกตามความในหมวดนี้ อธิบดีจะประกาศกำหนดตามวรรคหนึ่งได้ต่อเมื่อประเทศนั้นมีมาตรฐานในการออกหนังสือรับรองความสมควรเดินอากาศไม่ต่ำกว่าที่กำหนดไว้ในพระราชบัญญัตินี้
