เพื่อประโยชน์ในการบริหารสนามบินที่ใช้เพื่อสาธารณะเป็นการทั่วไป ให้รัฐมนตรีมีอำนาจกำหนดให้เจ้าของหรือผู้ดำเนินการสนามบินอนุญาตนำเงินที่ได้จากการจัดเก็บค่าบริการผู้โดยสารขาออกในอัตราไม่เกินร้อยละสิบเข้าบัญชีเงินทุนหมุนเวียนตามมาตรา ๖๐/๔๔
