เมื่อผู้ว่าการไม่สามารถปฏิบัติหน้าที่ได้ด้วยเหตุใดเหตุหนึ่ง ให้คณะกรรมการแต่งตั้งพนักงานคนหนึ่งขึ้นเป็นผู้ทำการแทนผู้ว่าการชั่วคราว และให้นำมาตรา ๒๘ มาใช้บังคับโดยอนุโลม ให้ผู้ทำการแทนผู้ว่าการมีอำนาจหน้าที่อย่างเดียวกับผู้ว่าการ
