Clause 19 กฎกระทรวง ฉบับที่ 15 (พ.ศ. 2505) ออกตามความในพระราชบัญญัติธนาคารออมสิน พ.ศ. 2489 ว่าด้วยการรับฝากเงินออมสินประเภทสงเคราะห์ทวีคูณ

ให้พนักงานลงรับดอกเบี้ยในสมุดบัญชีและบัตรบัญชีปีละครั้ง โดยให้ถือวันที่ ๑ มกราคม เป็นวันลงรับดอกเบี้ย และห้ามไม่ให้พนักงานรับเงินฝาก หรือให้ถอนเงินฝาก จนกว่าจะได้ลงรับดอกเบี้ยแล้ว
