Clause 2 กฎกระทรวง ฉบับที่ 15 (พ.ศ. 2505) ออกตามความในพระราชบัญญัติธนาคารออมสิน พ.ศ. 2489 ว่าด้วยการรับฝากเงินออมสินประเภทสงเคราะห์ทวีคูณ
(๑) เป็นผู้บรรลุนิติภาวะ แต่มีอายุไม่ถึงห้าสิบเก้าปีบริบูรณ์ และมีความสามารถทำนิติกรรมได้
(๒) มีสุขภาพและอนามัยสมบูรณ์ และ (๓) มีถิ่นที่อยู่แน่นอน
