ในกรณีที่นายทะเบียนสั่งไม่รับจดทะเบียนชื่อสกุล ผู้ขอจดทะเบียนชื่อสกุลมีสิทธิอุทธรณ์คำสั่งของนายทะเบียนต่อรัฐมนตรีภายในสามสิบวันนับแต่วันทราบคำสั่งโดยยื่นอุทธรณ์ต่อนายทะเบียนท้องที่ คำวินิจฉัยของรัฐมนตรีให้เป็นที่สุด
