เมื่อได้รับคำเสนอขอซื้อพันธบัตรพร้อมด้วยเงินเต็มตามราคาที่ขอซื้อแล้วธนาคารแห่งประเทศไทยจะออกใบสำคัญชั่วคราวให้ผู้ซื้อยึดถือไว้ก่อน เพื่อแลกเปลี่ยนกับพันธบัตรก็ได้
