บรรดาป่าที่เป็นป่าคุ้มครองอยู่แล้วตามกฎหมายว่าด้วยการคุ้มครองและสงวนป่าก่อนวันที่พระราชบัญญัตินี้ใช้บังคับ ให้ถือว่าเป็นป่าสงวนแห่งชาติตามพระราชบัญญัตินี้จนกว่าจะมีกฎกระทรวงออกตามมาตรา ๖ วรรคสอง หรือมาตรา ๗ ซึ่งต้องออกภายในห้าปี นับแต่วันที่พระราชบัญญัตินี้ใช้บังคับ
