ให้รัฐบาลมีอำนาจกู้เงินจากธนาคารแห่งประเทศไทยโดยวิธีออกพันธบัตรและหรือตราสารอย่างอื่นเป็นคราว ๆ ตามที่ต้องการเป็นจำนวนเงินรวมทั้งสิ้นไม่เกินแปดล้านดอลลาร์สหรัฐอเมริกา ทั้งนี้ ตามข้อกำหนดและเงื่อนไขที่ตกลงกันเพื่อพัฒนาการอาชีวศึกษา
