ให้รัฐบาลมีอำนาจจัดที่ดินของรัฐเพื่อให้ประชาชนได้มีที่ตั้งเคหสถาน และประกอบอาชีพเป็นหลักแหล่งในที่ดินนั้น โดยจัดตั้งเป็นนิคมตามพระราชบัญญัตินี้
