ก่อนมีการออกกฎกระทรวงตามมาตรา ๑๗ และมาตรา ๑๗/๑ ให้สำนักงานจัดให้มีการรับฟังความคิดเห็นของตัวแทนของกลุ่มผู้มีส่วนได้เสียหรือผู้มีประโยชน์เกี่ยวข้อง ทั้งนี้ ตามหลักเกณฑ์และวิธีการที่คณะกรรมการกำหนด
