ให้รัฐมนตรีว่าการกระทรวงอุตสาหกรรมรักษาการตามพระราชบัญญัตินี้ และให้มีอำนาจแต่งตั้งพนักงานเจ้าหน้าที่ กับออกกฎกระทรวงกำหนดค่าธรรมเนียมไม่เกินอัตราท้ายพระราชบัญญัตินี้ ลดหรือยกเว้นค่าธรรมเนียม และกำหนดกิจการอื่นเพื่อปฏิบัติการตามพระราชบัญญัตินี้ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้ว ให้ใช้บังคับได้
