การกู้เงินในปีงบประมาณ พ.ศ. ๒๕๑๓ โดยวิธีการออกพันธบัตรเงินกู้ประเภทที่เรียกว่า “พันธบัตรเงินกู้ทั่วไปในปีงบประมาณ พ.ศ. ๒๕๑๓ ครั้งที่ ๒” เป็นเงินดอลลาร์สหรัฐอเมริกา มีจำนวนไม่เกินหนึ่งล้านดอลลาร์สหรัฐอเมริกาเท่ากับเงินตราไทยยี่สิบล้านแปดแสนบาท โดยคิดอัตราแลกเปลี่ยนหนึ่งดอลลาร์สหรัฐอเมริกาต่อยี่สิบบาทแปดสิบสตางค์
