หมวด ๔ การรับรองและการควบคุม

เมล็ดพันธุ์ที่มีลักษณะต่อไปนี้ ให้ถือว่าเป็นเมล็ดพันธุ์เสื่อมคุณภาพ
(๑) เมล็ดพันธุ์ที่สิ้นอายุการใช้เพาะปลูกหรือใช้ทำพันธุ์ตามที่แสดงไว้ในฉลาก
(๒) เมล็ดพันธุ์ที่มีคุณภาพต่ำกว่ามาตรฐานที่รัฐมนตรีประกาศกำหนดตามมาตรา ๑๓
