หมวด ๑ คณะกรรมการพันธุ์พืช

ให้มีคณะกรรมการคณะหนึ่งเรียกว่า “คณะกรรมการพันธุ์พืช” ประกอบด้วยปลัดกระทรวงเกษตรและสหกรณ์เป็นประธานกรรมการ อธิบดีกรมวิชาการเกษตร อธิบดีกรมส่งเสริมการเกษตร ผู้แทนกรมป่าไม้ ผู้แทนกรมศุลกากร และผู้ทรงคุณวุฒิซึ่งรัฐมนตรีแต่งตั้งอีกไม่เกินเก้าคนเป็นกรรมการ และผู้อำนวยการกองควบคุมพืชและวัสดุการเกษตรเป็นกรรมการและเลขานุการ
