ในระหว่างที่พระราชบัญญัติงบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ. ๒๕๑๙ ยังมิได้ใช้บังคับ ให้รัฐบาลจ่ายเงินไปพลางก่อนเพื่อพัฒนาตำบล และช่วยประชาชนในชนบทให้มีงานทำ เป็นจำนวนเงินไม่เกิน ๒,๕๐๐,๐๐๐,๐๐๐ บาท โดยจ่ายจากเงินคงคลัง
