การจัดตั้ง ยุบรวม และเลิก สำนักงานอธิการบดี สถาบัน และสำนัก ตามมาตรา ๘ ให้ตราเป็นพระราชกฤษฎีกา การแบ่งส่วนราชการเป็นศูนย์ ฝ่าย สำนักงานเลขานุการ กอง และแผนก หรือส่วนราชการที่เรียกชื่ออย่างอื่นให้ทำเป็นประกาศกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม โดยประกาศในราชกิจจานุเบกษา
