Section 20 พระราชบัญญัติส่งเสริมการพาณิชยนาวี พ.ศ. 2521
(๑) ในระหว่างระยะเวลาที่กำหนดให้บรรทุกของลงเรือ ไม่มีเรือไทยที่จะรับบรรทุกของจากท่าเรือที่จะบรรทุกของนั้น หรือมีเรือไทยแต่ไม่มีระวางพอที่จะบรรทุกของนั้น
(๒) มีสนธิสัญญาหรือความตกลงที่รัฐบาลไทยทำกับรัฐบาลต่างประเทศโดยเฉพาะ หรือ (๓) มีกรณีที่ต้องผ่อนผันให้เป็นพิเศษ
