ให้ถือว่าคนต่างด้าวซึ่งได้รับอนุญาตให้อยู่ในราชอาณาจักรเป็นการชั่วคราวอยู่แล้วในวันที่พระราชบัญญัตินี้ใช้บังคับ เป็นผู้ได้รับอนุญาตตามพระราชบัญญัตินี้ แต่คงได้รับสิทธิและประโยชน์เพียงเท่าที่ปรากฏในหลักฐานการอนุญาตไว้แล้วเท่านั้น
