องค์การสวัสดิภาพเด็กที่ประสงค์จะดำเนินการเพื่อให้มีการรับเด็กเป็นบุตรบุญธรรม จะต้องยื่นคำขอรับใบอนุญาตจากอธิบดี หลักเกณฑ์ วิธีการและเงื่อนไขในการขอใบอนุญาต การอนุญาตและแบบใบอนุญาต ให้เป็นไปตามที่กำหนดในกฎกระทรวง
