ท้องที่ใดได้มีพระราชกฤษฎีกาให้ใช้บังคับพระราชบัญญัติควบคุมการก่อสร้างอาคาร พุทธศักราช ๒๔๗๙ หรือพระราชบัญญัติควบคุมการก่อสร้างในเขตเพลิงไหม้ พุทธศักราช ๒๔๗๖ อยู่ก่อนวันที่พระราชบัญญัตินี้ใช้บังคับ ให้ถือว่าได้มีพระราชกฤษฎีกาให้ใช้บังคับพระราชบัญญัตินี้ในท้องที่นั้นแล้ว
