(๑) ในคลองประปา คลองรับน้ำ หรือเขตหวงห้าม หรือ (๒) ในคลองขังน้ำซึ่งอยู่นอกเขตหวงห้าม โดยใช้เครื่องมือที่ปักหรือดักไว้ อันเป็นการกีดขวางการปฏิบัติงานของการประปา
