ผู้ซึ่งรัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ รัฐมนตรีว่าการกระทรวงพาณิชย์ หรือรัฐมนตรีว่าการกระทรวงอุตสาหกรรมแต่งตั้งตามมาตรา ๙ ต้องไม่เป็นชาวไร่อ้อย กรรมการ ผู้จัดการ หรือพนักงานหรือลูกจ้างของโรงงาน
