เมื่อคณะกรรมการได้พิจารณาประมาณการรายได้ราคาอ้อยขั้นต้น และผลตอบแทนการผลิตและจำหน่ายน้ำตาลทรายขั้นต้นพร้อมด้วยคำคัดค้านในกรณีที่มีคำคัดค้าน แล้วให้คณะกรรมการเสนอความเห็นต่อคณะรัฐมนตรีเพื่อพิจารณา
