การแบ่งราชการออกเป็นส่วนต่าง ๆ ตามที่บัญญัติไว้ในพระราชบัญญัตินี้ ให้กำหนดตำแหน่งและอัตราเงินเดือนโดยคำนึงถึงคุณภาพและปริมาณงานของส่วนราชการนั้น ๆ ไว้ด้วย การบรรจุและการแต่งตั้งบุคคลให้ดำรงตำแหน่งหน้าที่ราชการต่าง ๆ ให้เป็นไปตามกฎหมาย
