การใดที่เป็นอำนาจหน้าที่ของคณะกรรมการการพลังงานแห่งชาติ และได้มีการดำเนินการตามอำนาจหน้าที่นั้นไปแล้วตามพระราชบัญญัติการพลังงานแห่งชาติ พ.ศ. ๒๔๙๖ ก่อนวันที่พระราชบัญญัตินี้ใช้บังคับ แต่การดำเนินการนั้นไม่ถึงที่สุด หรือมีข้อผูกพันที่จะต้องดำเนินการต่อไป ให้รัฐมนตรีมีอำนาจพิจารณาสั่งการแทนคณะกรรมการการพลังงานแห่งชาติ
