หมวด ๑ ประเภทของทางหลวง

ทางหลวงพิเศษ คือ ทางหลวงที่จัดหรือทำไว้เพื่อให้การจราจรผ่านได้ตลอดรวดเร็วเป็นพิเศษ ตามที่รัฐมนตรีประกาศกำหนดและได้ลงทะเบียนไว้เป็นทางหลวงพิเศษโดยกรมทางหลวงเป็นผู้ดำเนินการก่อสร้าง ขยาย บูรณะและบำรุงรักษา รวมทั้งควบคุมให้มีการเข้าออกได้เฉพาะโดยทางเสริมที่เป็นส่วนหนึ่งของทางหลวงพิเศษตามที่กรมทางหลวงจัดทำขึ้นไว้เท่านั้น
