ส่วนที่ ๓ เขตควบคุมมลพิษ

ให้ผู้ว่าราชการจังหวัดเป็นผู้กำกับดูแลการดำเนินการของเจ้าพนักงานท้องถิ่นตามมาตรา ๖๐ ในกรณีที่เจ้าพนักงานท้องถิ่นไม่ดำเนินการภายในเวลาอันสมควร ให้ผู้ว่าราชการจังหวัดมีอำนาจดำเนินการแทนเมื่อได้แจ้งให้เจ้าพนักงานท้องถิ่น และคณะกรรมการสิ่งแวดล้อมแห่งชาติทราบแล้ว
