(๑) ผู้ตรวจราชการระดับกรม
(๒) หัวหน้าส่วนราชการประจำจังหวัด
(๓) หัวหน้าส่วนราชการที่เป็นกองหรือมีฐานะเทียบกอง
(๔) หัวหน้าหน่วยงานอื่นที่เทียบได้ไม่ต่ำกว่าหัวหน้าส่วนราชการที่เป็นกองตามที่ก.พ. กำหนด <o:p>
